This report was submitted in support of the Independent Expert on the effects of foreign debt’s upcoming visit to the Bahamas. As an internationally recognised tax haven, the Bahamas has pursued a tax and financial secrecy legal and policy framework that increases the risks of tax abuse and illicit financial flows, negatively impacting on other countries’ abilities to collect tax revenues, and therefore also on the human rights and wellbeing of people in other jurisdictions, further compounding inequalities. The document details financial secrecy practices and regressive tax policies that undermine human rights in the Bahamas and their effects on other States as well.
