Short bio

Carolina is a researcher and advocate specialising in taxation and human rights, with a focus on how fiscal systems can advance the realisation of children’s rights. Her work centres on advocacy and policy engagement, using research and evidence to influence decision-making at national and global levels. Carolina contributes to shaping debates on tax justice, produce policy briefs and reports, and engage in global forums to promote fair and effective tax systems. She also supports international organisations with strategic advice, lead projects from design to delivery, and contribute to capacity building to strengthen advocacy and policy impact. She currently serves as a member of UNICEF’s Expert Advisory Panel on Taxation and Children’s Rights.
